You are an importer bringing goods into the Union
On import the ban attaches to the origin of the goods, not to the country the truck came from. Goods of Russian origin shipped from a third country are still covered, and for Crimea and the four Ukrainian oblasts the import ban covers any goods from there, regardless of the CN code.
What is required of you
- Checking the CN code against the import annexes: XXI (Art. 3i), XXV (oil, Art. 3m), XXVI and XXVII (gold, Art. 3o), XXXVIIIA (diamonds, Art. 3p) on the Russian side, plus the Belarusian equivalents.
- Establishing origin, not just the country of dispatch, and documenting it. For diamonds a traceability record is required on top.
- Checking the wind-down period if the contract predates the ban.
What to keep in the file
- Proof of origin and transport documents showing the route.
- A dated CN code check report for the import direction.
Frequently asked questions
The goods come from Kazakhstan but originate in Russia. Is that allowed?
No, if the code is in an import annex. The ban covers goods originating in Russia or exported from Russia, regardless of how many countries the shipment passed through.
