Oui. Les marchandises Papiers et cartons, non couchés ni enduits, des types utilisés pour l'écriture, l'impression ou d'autres fins graphiques et papiers et cartons pour cartes ou bandes à perforer, non perforés, en rouleaux ou en feuilles de forme carrée ou rectangulaire, de tout format, et papiers et cartons formés feuille à feuille (papiers et cartons à la main) (à l'exclusion du papier journal du no 4801 et du papier du no 4803) (code NC 4802) sont soumises aux sanctions de l'UE dans le ou les régimes suivants : Biélorussie, Russie. Ci-dessous : la base juridique (annexe et article), le sens de l'interdiction, les éventuelles exemptions et la date de version du règlement. L'absence d'un code ne signifie pas que le commerce est autorisé.

  Exemption possible: Uncoated paper and paperboard, of a kind used for writing, printing or other graphic purposes, and non-perforated punchcards and punch-tape paper, in rolls or in square or rectangular sheets, of any size, and handmade paper and paperboard (excluding newsprint of heading 4801 and paper of heading 4803 )
  Exemptions et dérogations, art. 1ra: Import ban on goods generating significant revenues for Belarus (Annex XXVII). The ban does not cover the execution of contracts concluded before cut-off dates, which differ per annex tranche. Of the entries added on 24 July 2026, the wind-down covers ONLY CN codes 3803, 7006, 7008, 7009, 7011, 7013, 7014, 7017, 7018, 7020, 8707 and 8708: contracts concluded before 24 July 2026 may be executed until 25 October 2026 (Art. 1ra(9f)). The remaining codes from that round (2603, 2604, 2607, 2616, 2817, 2819, 7001, 7002, 7003, 7004, 7015, 7016, 7901) have no wind-down. Separate exemptions cover, among others, travellers' personal use and humanitarian purposes. The scope and cut-off dates of the wind-down differ between Russia and Belarus and change with every round. Check the current Art. 1ra on EUR-Lex.
